I look at it as police officers, like soldiers, do what they’re
ordered to do. I see a lot of this going on in my area, except it’s
"truck enforcement". Same traps, setup in the same areas, all the
time.
I have to ask myself if it’s REALLY all about safety, and I don’t
believe it is, much as I’d like to think my state is beyond that sort
of pettiness.

revenue goes a long way towards influencing that "belief".
Next would be how their political Police chief who hires&fires them feels
about it.
