Minimum ages and rules for learner drivers and riders

Before you learn to drive or ride a new vehicle make sure you know
about the rules and restrictions that apply to you. Different vehicles
have different minimum ages and restrictions.

Rules for learner drivers

Before you start to drive, you must:
Hold a valid, provisional driving licence for Great Britain or
Northern Ireland
Make sure that any vehicle you drive is roadworthy and properly taxed
and insured
It is important to learn safe driving practice from the beginning of
your driving career because bad habits are hard to break.

It is unlikely that anyone except an approved driving instructor (ADI)
would have the experience, knowledge and training to teach you
properly. Learning safe driving habits from the start will improve the
safety of yourself and other road users.

If you want to practise your driving with an accompanying driver, the
accompanying driver must be over the age of 21 and must have held (and
still hold) a full licence for three years.

As a learner driver you must display ‘L’ plates (‘L’ or ‘D’ plates in
Wales) in a conspicuous position on the front and rear of the vehicle
you are driving.

Minimum age you can take a test

You can take your theory test once your provisional licence becomes
valid.

Normally, for car drivers, the earliest date your provisional licence
can become valid is your 17th birthday, however you can apply for the
licence up to three months before your 17th birthday.

So, if you apply for your provisional licence before you are 17 you
will still have to wait until your birthday before you can take your
theory test.

Disability living allowance

If you are receiving disability living allowance at the higher rate
your provisional licence will come into effect when you are 16, but
you can apply for it within
three months of your 16th birthday.

Motorcyclists Direct access scheme

Direct access is a scheme which allows a person over the age of 21 to
avoid the two year/25 kW restriction by taking a test on a machine of
at least 35 kW (46.6 bhp). A pass allows you to ride any size of bike.
Any instruction given on a machine that exceeds the normal learner
motorcycle specification must be supervised at all times by a
certified motorcycle instructor who should be in radio contact. You
should also wear fluorescent or reflective clothing and follow all
other provisional licence restrictions.

Accelerated access

Riders who reach the age of 21, while still within the two year period
where they are restricted to maximum 25 kW (33 bhp) machines, but who
wish to ride larger bikes need to pass a further test on a motorcycle
of at least 35 kW ( 46.6 bhp). They may practise on bikes over 25 kW
(33 bhp) under the same practice conditions for direct access riders.
You will revert to learner status while practising (on a motorcycle
greater than 25 kW (33 bhp) although test failure will not affect your
existing licence.

Mopeds and tractors

If you want to ride a moped you can take your theory test when you are
16, but again you must make sure you have a valid provisional
licence.

If you are 16 and already have a provisional licence for an
agricultural vehicle or a moped, this will give you provisional
entitlement to drive car when you are 17.

No smoking sign in car?

Should there be No Smoking signs in some cars?  A driver today needed
one.  I was going 70 on a two-lane roadway and noticed a driver waiting
to leave a shopping centre driveway on my left.  There was no street
opposite the shopping centre.  I was about 50 m from the driveway when
the Sloth pulled out in front of me.  I don’t care if they’re in a hurry
and get out of the way, but this one pulled out slowly and then did
something strange.  The Sloth only turned about 20 degrees and went
straight off the road.  I was so surprised by this Slothly behaviour
that I passed the Sloth in the opposing lane, just to see what the
driver was doing in there.  Can you guess what the Sloth was doing?

The Sloth was apparently trying to light a cigarette with both hands,
using her wrists to steer and resting her chin over the steering wheel.
  She couldn’t turn the wheel at the same time as trying to handle the
cigarette and its lighter, and went off the road instead.

the Anti-Destination League

so I was trying to get to work this AM…  dropped off SWBMO at the
"kiss ‘n’ ride" lot of the Metro station.  Lot was empty but there was
a big box truck just sitting in the middle of the travel lane – one of
those Japanese deals, a UD or Fuso or something.  Anyway, because the
lot was empty I just cut around him through some empty parking spaces,
parked, dropped her off, left.  Ended up behind the same truck leaving
– he must have decided to finally get going while she was getting
out.  Came to the first stop light, truck is just sitting there – then
finally proceeds through the intersection.  Light is yellow when I can
see it again.  Grr.  My light finally turns green, ANOTHER box truck
is just sitting in the middle of the intersection waiting to turn
left, and the driver is apparently lost as to what to do because he
wants to turn left but the light is red, oh noes…  (I know he wasn’t
waiting for a pedestrian as if there were one blocking him he would
have just walked in front of my car.)

No real point to this post other than to bitch, some days I really,
REALLY hate people.  If you’re on the road, DRIVE.  If you can’t
drive, stay off the road.  Some of us are actually trying to get
somewhere for a purpose and aren’t dicking around trying to do as
little work as possible while we’re on the clock.

Yes, I was late for work this AM because not only did all the above
happen, but the road I usually take to the Metro station was closed so
I had to take US-29 which was all kinds of clusterpated this morning.
At least my boss didn’t see me walk in.

The really annoying thing is that the road closure was due to I assume
construction on this new condo complex which has been under
construction for longer than I’ve been living at my new place…  I’ve
been involved in much larger projects that have gone from a hole in
the ground to a completed building much quicker (the decks were
already poured as of last October.)  At least I’m not involved in this
one.

Adie…The chart you reference is interesting.  I noted that
Massachusetts, with just slightly more population than Arizona, had
only 430 traffic fatalities in 06…one third that of Arizona
(1288)…and only about an eighth that of Florida (3374), even though
it has a third of Florida’s population.  The same low incidence
characterizes a comparison to Georgia and Oklahoma.  Once again, the
sanity and concern for others typical of New England, is evidenced.
